Pure scare mongering. If someone is so dangerous as to need to be radio-tagged, then they shouldn’t be given a visa and shouldn’t be allowed into the country. During the SARS problem, I’m told that Singapore put cameras in the homes of some infected people — but they didn’t do it just to foreigners, and they didn’t do it without cause. If this story is true, then it is the same as electronic bracelets worn by criminals under house arrest. Treating people as criminals just because they aren’t Japanese (and remember, the Japanese insistence that we’re a race apart, different from Koreans and Chinese is pure, racist myth), would be one of the worst crimes against humanity of recent times and very close to apartheid. I’m Japanese, but if this every happens, I for one will be looking for a job elsewhere.

One of the things I don’t like about Japan is the increasing crime rate, and you can guess where this crime comes from – imported criminals and criminal culture. I hope they get everyone to wear trackable technology, starting with foreigners is great.
