Two face charges over Tokyo Bay collision

YOKOHAMA —The Yokosuka Coast Guard Office sent papers to prosecutors Wednesday on the captain of a Filipino vessel and a crew member of a Japanese freighter over the collision of their vessels in Tokyo Bay last week.
Coast guard officials identified them as Gilberto Tolentino, 50, captain of the 6,182-ton Eastern Challenger, and Koichi Chiba, 56, a first officer of the 498-ton Tsugaru Maru. The two men are suspected of professional negligence resulting in the accident ...more….<

The ship in the background is the Japanese Coast Guard. As far as I can tell, the Japanese ship involved, the Tsugaru Maru, did a hit-and-run.
According to the Mainichi, the 498-ton Tsugaru Maru wacked the 6,182-ton Eastern Challenge and that Philippine freighter completely sank.
