Although it may sound like it, this not automatic toilet tissue dispensing system. 
For all of you who aren’t living here in the Land-of-Concrete(tm), small packs of Keenex tissues with adversing are primary form of advertising in Japan were folks sneeze a lot in winter, sweat a lot in the summer and restrooms don’t necessarlly provide toilet paper. Handing out free packets of keenex is a typical part-time job for college kids (see flickr). Mospeng-kun looks to be aimed to take up the slack for the fewer number of young people available to to this job, which will be a shame if the tissue “maids” are phased out.

their cute.. but i still prefer the cute maids.

Sadly, it is a rare pleasure when maids hand out tissue. Generally they are just a college kids.
